Roads staff told the Adams County commissioners that a high-speed crash on Oct. 28 severely damaged the concrete guardrail and coping at Culvert 53 on 100 South between 5 East and 600 East, and asked the board to declare the repair an emergency so the county can contract work quickly.
The presenter said the roadway deck remains passable for legal loads but the guardrail and curb coping were spalled and have large pieces of concrete hanging from rebar. "There's about 8,000 pounds of concrete hanging from the rebar right now," the presenter said, noting the damaged section should be removed and rebuilt to meet current safety standards. Staff recommended removing the damaged concrete, repairing the coping and installing a side-attached guardrail with attenuators on the damaged side.
Commissioners agreed to treat the work as an emergency and to allow a time-and-materials contract rather than a full competitive quoting process so repairs can be scheduled and completed quickly. An unidentified commissioner moved to approve the emergency declaration and contracting approach; the motion carried.
The decision directs staff to proceed with immediate procurement to replace the guardrail and repair the coping. Staff emphasized the repair is being taken as an emergency because of the safety risk and the need to expedite scheduling and mobilization. The county did not provide a contractor name or a final cost estimate at the meeting; staff said the work will be bid as time-and-materials under emergency procurement rules.
