Santa Barbara LAFCO approves senior analyst position on amended org chart; initial funding to come from reserves

The Santa Barbara Local Agency Formation Commission voted Feb. 5 to adopt a revised organizational chart that adds a senior analyst position and a job description, increasing the agency’s authorized full-time positions to three.
Executive Officer Mr. Prater said the position would provide middle-management analytical capacity, improve succession planning, and help LAFCO meet a planned workload increase from grants and larger applications. He estimated the near-term budget impact at about $43,000 for the partial fiscal year (roughly a 6% increase) and an additional 5.5% the following year if the position were filled full-time. Prater proposed using fund balance/reserves to smooth the cost in the first year.
Commissioners debated the financing approach. Commissioner Sebas said he was uncomfortable relying on reserves for recurring staffing costs; Prater and others said reserves would be used for one year to soften the immediate impact with the commission able to reconsider funding during the April budget process. Commissioners also noted the value of training staff to use AI tools as a research assistant rather than substituting staff with automated systems.
Following discussion, a motion to adopt the organizational chart and job description carried unanimously by roll call. The motion authorized adding the senior analyst position to the org chart but did not obligate the commission to immediately fill the position; hiring and funding will be decided through the upcoming budget process.
