At the same meeting that approved the Project Saguaro annexation, the Casa Grande City Council voted to approve several contracts for road design and facility repairs.
Staff recommended and council approved a professional services contract with Wilson and Company for design of Courtzen Road from Colorado Street to Peart Road for $309,418 (Resolution 5855). Kevin, a city staff member, said the design phase includes surveying, right‑of‑way identification, cost analysis for an adjacent trail listed in the community services master plan, and preparation of construction documents; he estimated the design phase would take nine to 12 months before construction procurement could begin.
The council also approved a professional services contract with Horrock LLC to design improvements for Thornton Road (Maine Avenue to near Cottonwood Lane) not to exceed $285,700 (Resolution 5856). Council members noted that construction costs for Thornton Road would be covered by a federal grant referenced during discussion; staff confirmed the $3.7 million construction estimate was expected to be grant‑funded.
Finally, the council approved using a state procurement contract to award Cactus Transport 2 LLC (D/B/A Cactus Asphalt) the repair and replacement of asphalt at the North Operations Center in an amount not to exceed $763,000 (Resolution 5859). Staff explained the city lacks sufficient in‑house paving capacity for parking lot work and cited statutory limits on self‑performed work for projects of this size.
Appointments to several boards and the swearing in of the mayor pro tem also occurred during the meeting. The council then closed with reports and voted to move into executive session.
