San Luis council approves grants, two ordinances and legal payment in January meeting

At its January meeting the San Luis City Council approved a cluster of formal actions including grant authorizations, adoption of two city-code ordinances and ratification of outside legal expenses.
Historic-preservation grant: Council adopted Resolution No. 23-91 authorizing staff to submit an FY2026 Arizona State Parks and Trails Historic Preservation Heritage Fund application and committing a 40% local match for a proposed $90,000 project. Economic development director Armando Esparza said the project would allocate roughly $40,000 for historic surveys and nomination work and $50,000 for redevelopment strategies; staff also indicated they are pursuing a separate grant that could cover the match.
Police equipment grant: The council adopted Order No. 2026-01 authorizing the San Luis Police Department to accept $511,283.80 in Local Border Support Program funding for equipment purchases. Police Lieutenant Damian Miller listed the award and line-item amounts: $7,883 for e-bikes; $367,424.80 for vehicles; $59,400 for a base drone; $52,400 for ballistic vests; and $24,356 for drone analytics. The intergovernmental agreement was authorized and the chief of police was empowered to execute it.
Ordinances: Council read and adopted Ordinance No. 478 to clarify the timing of the oath of office and set a consistent December date for newly elected officials to take office while allowing statutory exceptions during canvassing delays. Council also read and adopted Ordinance No. 480 to update code definitions for animal control enforcement officers and to authorize transit enforcement officers to perform certain investigation duties consistent with state law.
Legal-payment ratification: City attorney Kaye McQuill requested ratification of outside-counsel payments to Gamache & Burnham related to the federal case Gethsemane Baptist Church v. City of San Luis; council ratified payments totaling $118,189.07 as presented.
All items were approved by motion and vote as recorded in the meeting transcript; where a local match or additional grant was described staff noted they will pursue complementary funding to offset the city contribution if awarded.
