San Luis outlines phased plan to expand West Wastewater Treatment Plant

City public works staff updated the San Luis City Council on plans to expand the West Wastewater Treatment Plant, describing a multiyear project and next steps to move into construction.
Public Works Director Euolo Chiovera said the project began with facility assessments in 2021 and that the West Plant was selected as the initial expansion site. After preconstruction work with construction-manager-at-risk (CMAR) firms that did not lead to agreements, the city adopted a design-bid-build delivery for construction. Chiovera said the work will be split into three phases: the force main from Lift Station 300 to the treatment plant, construction of the treatment plant itself, and a building related to the expansion; the force-main phase is expected to begin in the next few months and staff will advertise bid packages soon.
Chiovera said the city terminated preconstruction services with the earlier CMAR and expects future council actions to approve contracts and change orders as the three-package approach proceeds. Council members expressed general support and asked staff to keep them informed as bidding and contract approvals progress.
