POMPANO BEACH — The City Commission postponed action on a proposed amendment to the zoning code that would define and permit freestanding emergency departments and hospital‑based off‑campus emergency departments until the next evening meeting.
City staff said there were no changes to the ordinance since its first reading and the applicant’s representative, Dennis Meeley, was present for questions. During public comment, residents and a consulting emergency physician debated how freestanding EDs differ from urgent care or urgent treatment centers — emphasizing that freestanding EDs typically have more diagnostic capability but that local emergency medical services generally do not transport critically unstable patients to those centers.
Melissa Weekley, a nearby resident, urged the commission to reject an applicant‑driven, citywide code amendment and recommended a narrower, site‑specific or city‑initiated study. Commissioner Fesic and others raised concerns about the timing of second readings taking place during daytime meetings that exclude working residents; a separate motion to stagger first/second readings failed, but a later motion to postpone the current second reading to the next evening meeting passed.
The pause gives residents additional opportunity to attend and speak at the second reading. Staff confirmed they and the applicant will be available to respond at the rescheduled hearing.
