Cave Creek committee approves open space white paper, forwards report to Town Council

The Cave Creek Open Space Committee voted to approve its open space white paper on Feb. 6 and will forward the document to the Town Council for consideration at a special meeting next Tuesday.
The committee chair (Speaker 4) opened the discussion by saying staff and committee feedback had been incorporated into the draft and executive summary and asked whether members had questions. Committee member Speaker 3 praised the group's work, saying, "I have never been so proud to be a part of such an enormous group with such a mission and such behavior and such accomplishment." That endorsement drew agreement from other members.
A substantive but non-material change noted in the final paper formalizes the committee's partnership with Desert Foothills Land Trust; Speaker 5 said the trust "will be making a contribution," and stressed the change "does not change anything materially." Chair Speaker 4 confirmed staff and counsel are aware of the existing relationship and that the report preserves options for the town.
Speaker 4 called for a motion to approve the white paper; Speaker 1 moved ("That we do") and Speaker 2 seconded. After brief discussion about whether to take a roll-call or voice vote, Speaker 4 called for vocal approval. Multiple members responded "Aye," and the motion carried.
Staff (Speaker 1) outlined next steps: the report will be forwarded to the Town Council, which is holding a special meeting next Tuesday to consider acceptance. Staff said the council agenda will consist only of the report; staff and the chair will give a brief summary of highlights and the council will determine short- and long-term directions for staff based on that discussion. Speaker 2 stated committee members are expected to present highlights to the council and to the public.
Committee members discussed logistics for attendance and outreach: Speaker 5 encouraged members to attend the Feb. 20 meeting, offered to host an informal gathering afterward at Harold's (offering the first $100), and Speaker 1 confirmed the meeting is scheduled to begin at 5 p.m. Staff also requested a streamlined PowerPoint from Speaker 2 to use as a visual aid during the council meeting; Speaker 2 said a streamlined presentation is available and would be shared with staff.
The committee adjourned after the vote and exchanged brief thanks for the collaborative work. The Town Council special meeting is the next procedural step; the committee's white paper will be publicly available to council members and the public when that meeting is held.
