Ocala council approves West Oak development agreements and multiple procurement contracts

The council approved the concurrency agreement and then approved a conceptual subdivision plan for West Oak townhomes (about 18 acres, 150 single‑family lots and supporting tracts) and a Phase 4 developer's agreement covering roughly 24 acres with 140 single‑family lots. Planning commission had recommended approval for these items; staff recommended final developer agreements and final plats be returned for execution and recording after required infrastructure work.
Procurements and operational contracts: Council approved several operational contracts and renewals intended to support utility reliability and city operations. Highlights: - Purchase and stocking contracts for single‑ and three‑phase pad and pole‑mount transformers to replenish inventory and address projected demand (~2,175 transformers over three years); staff said ~60% of the cost will be reimbursed through development agreements. - Consolidation of tire purchases and related services under the Florida DMS contract to streamline procurement and installation services. - Approval to apply Reclamite pavement preservation to 141 city streets under an existing contract to extend pavement life. - Contract authorization to test and maintain roughly 2,200 fire hydrants and 3,100 valves (estimated expenditure ~$974,464). - Additional expenditures under existing tree trimming and stump removal agreements and a one‑year contract renewal with Extreme Enterprises of Marion County.
Staff also briefed council on an extreme cold‑weather energy event that required emergency power purchases (staff estimated approximately $2.3 million in high‑cost purchases) but did not result in customer outages; the city said it would use rate stabilization reserves to avoid utility rate increases. Council received an update on Ocala Fiber Network expansion, marketing, and an unsolicited offer/LOI that staff said they will analyze and report back.
