John Sullivan, managing director with TC Masseyoaks FC LP (Tres Capital), said his company foreclosed on the original developer in November and has since discovered undisclosed issues that require thorough review before resuming construction. He asked the council to extend the plats to maintain a consistent approval basis while the firm works with city staff, builders and existing homeowners to formulate a completion plan.
Council members said they sympathized with affected residents and pressed Tres Capital for a clear path forward; Sullivan said the firm would collaborate with the city and neighborhood stakeholders to find a feasible outcome. Council voted separately on items F, G and H, each extension passing 6–0.
What comes next: Staff will continue to review the developer’s progress under the extended preliminary plats; council members said they expect further updates and a clear schedule for resolving outstanding maintenance and build‑out issues.
