Council approves $2.127M engineering design contract for sewer rehab; vendors pressed on past project issues

Pearland City Council on Nov. 10 approved a professional engineering design contract with Friese/Friese Nichols for continued sanitary sewer rehabilitation work in the Berry Rose and Longwood basins. The recommended contract sum for study and design is approximately $2,127,000; construction services are not part of the contract.
Staff said the rehabilitation work is intended to reduce inflow and infiltration that were driving up wet-weather flows and the size and cost of wastewater treatment capacity. The design agreement covers two sub-basins northwest of Dixie Farm Road from Clear Creek to State Highway 35 and follows prior wastewater modeling and master planning work completed by the firm.
Council members emphasized the need for careful QA/QC and better contract details because of previous project issues. Member Cozza and others referenced a prior Bailey Road/bridge project quantity error and a roughly $1,000,000 implications from a spreadsheet quantity mistake. Council asked for clear contractor communication around smoke and pressure testing to avoid unnecessary emergency responses and for proper resident notice in case pressure testing affects service.
Ishida Rahman, speaking for the firm, said Friese Nichols has worked on the city’s earlier phases and does not anticipate amendments for this engineering study; the firm said engineering work will be done from its Pearland office. Council moved to amend the contract exhibit to insert the firm’s correct Pearland mailing address (11200 Broadway, Suite 2320) and then approved the amended contract. Both the amendment and the amended contract passed by unanimous vote.
Council directed staff to include the corrected address in the executed contract and to ensure thorough QA/QC during design and attention to communication protocols for testing operations.
