Residents urge council to fix flooded streets, restore a 4‑way stop and clarify code‑enforcement appeals

Several Bullhead City residents used the Jan. 20 public comment period to raise neighborhood safety and infrastructure concerns.

Residents from Raymar Road asked the council to restore a 4‑way stop at the Rio Vista intersection, describing frequent speeding at the bus stop used by Sunrise Elementary students. Neighbors said vehicles sometimes fail to notice stopped buses and travel at high speed around the corner; speakers requested a return of the former 4‑way stop and additional signage to protect children and elderly residents.

Another resident, Rusty Brown of Riviera Boulevard, said medians placed in a commercial area have caused persistent flooding that blocks driveways and prevents safe access to marina operations; he requested that medians be removed or the drainage redesigned so boat trailers and commercial traffic can use the area.

A separate speaker, Mike Gabrielson, said he received a 15‑day 'order to comply' from code enforcement requiring removal of dead palm fronds and questioned who decides what is ‘‘attractive appearance.’' Gabrielson said the notice did not explain any appeals process and asked the council to provide a formal appeals pathway before enforcing such orders.

Councilmembers asked staff to note the concerns and follow up with the public‑works and code‑enforcement teams; no formal votes were taken on the citizen requests at the meeting.
