On the consent agenda the council approved Ordinance 2026-007, granting an encroachment to Larry Rowe for work in the right-of-way adjacent to 3208 Amherst Avenue (brick pavers, landscaping and irrigation). Council then approved on second reading an annexation and zoning changes for two Old Leesburg Road parcels and took first-reading action on two additional encroachment ordinances: Ordinance 2026-008 (Palmetto Citizens Federal Credit Union — sidewalks, stairs, ramps, bike racks and accessible improvements adjacent to Sumter and Lady streets) and Ordinance 2026-010 (604 Huge LLC — sidewalks, seat walls, landscaping along Blossom, Huji and Pulaski streets). Council also approved Resolution R2026-016 to accept 0.13 acre and the Kingsley subdivision sanitary sewer pump station from North Pines Development LLC, and approved Resolution R2026-018, amending R2025-077 to authorize the city manager to execute a restated and extended 911 communications center consolidation agreement with Richland County. Members described the 911 agreement as an important collaborative effort and said they were eager to finalize it.
