The Planning and Zoning Commission conditionally approved the conceptual plan for West Oak Townhouses (SUB25‑0002) while noting that a concurrency development agreement must receive city council approval before the subdivision’s final approval.
City staff presented the conceptual plan, describing a proposed multifamily residential subdivision comprised of 150 single‑family lots and planned setbacks, a 50‑foot right‑of‑way and sidewalks. Staff said the plan conforms to the PD plan and standards and recommended approval “subject to the concurrency developers agreement receiving council approval prior to approving the subdivision plan.” Emily Johnson (staff) told the commission the concurrency agreement is scheduled for council consideration in January with final action in February.
A board member raised concern that the item was added to the agenda the same day; Indira Madrivaren, the city’s chief planning official, confirmed the item had been noticed through the city clerk’s office and described the hearing as a quasi‑judicial public hearing that will return to council for a vote. With that clarification, the commission voted to approve the conceptual plan with all recorded Ayes (Mister Martin, Mister Kerlock, Mister Branson, Mister Jenkins, Mister McDonald, Mister London and Mister Lopez). The approval is conditional on council approval of the concurrency agreement prior to final subdivision approval.
