Board member James Dunn asked why some lighting and other infrastructure projects were being assigned to one vendor and requested documentation showing the cooperative contract remained cost‑effective. Procurement and facilities staff said the Sourcewell cooperative was competitively solicited (agreement awarded 09/13/2023 and extendable through 06/16/2027) and that cooperative vehicles can shorten project timelines. "We look at prior projects, prior spend," procurement staff told the board, describing pricing analysis and comparisons to neighboring jurisdictions.
Dunn pressed for more market analysis and asked staff to provide written comparisons of cooperative procurement versus full and open competition. Procurement staff committed to providing additional data and to sharing contract‑response rates from recent solicitations. Staff also reported data showing most solicitations do receive multiple bids, and that the division has reduced the number of new sole‑source contracts in recent years.
The board approved the Herndon lighting award by unanimous vote and then voted to combine several consent agenda procurement items into a single motion (the combined motion carried; Mr. Dunn recorded an abstention on the combined vote). The board also approved a sole‑source amendment to extend ERC's payroll system vendor for one year; ERC representatives said the system complexity and integrations were factors in seeking a short extension while a strategic review and potential RFP are completed.
Next steps: staff agreed to provide a Friday letter with comparative pricing analysis, the division's recent sole‑source trends, and answers on how cooperative contracts are evaluated relative to full and open bidding.
