Planning commission approves emissions-testing site at Fort Union with right-turn exit condition

The Cottonwood Heights Planning Commission voted Feb. 4 to approve a conditional use permit for an emissions-testing business, "Emissions Plus," at 1344 Fort Union Boulevard, subject to staff-recommended conditions and a requirement that the site's Fort Union exit carry a right-turn-only sign.
Staff summarized CUP-26-002 and recommended approval with conditions covering a valid city business license, off-street client parking, limits to emissions testing and DMV renewal services (no vehicle repair), compliance with Gateway Overlay District signage rules, and revocation authority for noncompliance. "The staff recommendation is to approve with conditions," the planner said.
The applicant (introduced by staff as Spencer Thomas) said the company operates approximately 11 other Utah locations and has been in business about 30 years, described the test-only model and projected 20–40 vehicles per day. "Pretty much, we've been in business for, about 30 years now," the applicant said. The commission raised traffic-safety questions about left turns at the Fort Union access; Commissioners discussed whether a right-turn-only sign at the exit could reduce risk. Commissioner Anderson proposed adding a condition to install a right-turn-only sign at the property's Fort Union exit; Commissioner Mills and others supported the addition.
Commissioner Mills moved to approve CUP-26-002 according to staff conditions, with the added condition that a right-turn-only sign be installed at the site's Fort Union exit; Commissioner Lugo seconded. Roll-call votes were recorded in the affirmative and the permit was approved.
Next steps: The business must obtain a Cottonwood Heights business license, ensure all client parking is accommodated on site, obtain building permits for any exterior alterations and install the required traffic signage as a condition of continued approval. Staff noted approval is subject to revocation upon complaint or evidence of noncompliance.
