Finance committee approves repeated drug-testing grant, accepts school construction award; declines to recommend $25,000 contingency transfer

"It will support our program, to enhance drug testing in order to comply with state and national drug testing best practice standards," Taylor said. Committee members confirmed this is a repeat grant (the second year) and approved moving the appropriation forward.
Staff presented a school construction assistance grant awarded to Lynchburg schools for $1,350,000 targeted to envelope rehabilitation at E.C. Glass High School and additional work at Dunbar. Presenters said the grant supplements council-appropriated capital funds already on the project list and recommended appropriating the award to the school capital fund.
On a separate technical matter, staff explained a $25,000 transfer from the unassigned general fund balance back into the reserve for contingencies was necessary to reflect council's prior motion intent after a separate appropriation to the Central Virginia Alliance for Community Living. Several council members questioned the utility of the transfer because unused contingency funds flow back to fund balance at year-end; one member moved that the committee not make a recommendation and the motion passed. The item will appear on tonight's council agenda without a committee recommendation.
What happens next: the grant appropriations will be forwarded to full council as routine budget actions; the contingency transfer will be on the council agenda for formal consideration without a committee recommendation.
