"What I wanted to do to start out was have a good discussion about some of the key challenges that you're all aware of and maybe some that you're not aware of that the district is facing," Dr. Sweeney said, urging the board to focus first on big ideas and leave specifics to staff implementation.
On enrollment and marketing, the board discussed shrinking cohorts, competition from larger neighboring districts and school‑choice trends. Staff reported historical capture rates of roughly 60% in town for some years and noted examples of neighboring districts at similar or lower capture rates. The board approved the following draft wording to address that challenge: "Develop and implement new initiatives/practices/strategies utilizing social media and/or other methods to highlight our district's quality and innovative programs to optimize our enrollment numbers," read by a board member during the meeting.
On finances and facilities the board agreed to a general, transparent planning approach rather than prescriptive language about specific revenue sources. A member proposed and the group endorsed the goal to "formulate a transparent, comprehensive short‑ and long‑term financial plan for the district and its students." Participants said the plan should incorporate facilities maintenance and a longer‑range facilities strategy (10‑ to 20‑year horizons) while leaving implementation details to a staff‑level committee.
Academic goals focused on maintaining strong letter grades and increasing student engagement. Board members converged on a draft that calls to "achieve/maintain an A rating for all district schools" while emphasizing growth, proficiency and increased participation in district programs. Speakers noted the district already offers multiple college‑and‑career pathways (AP, ASU dual credit, internships) and recommended combining measurable indicators of proficiency with qualitative reports on initiatives that boost student involvement.
The board also drafted a community engagement goal to "invite and engage with all stakeholders in an active and collaborative partnership to support educational excellence and student success," explicitly noting outreach to town residents, tribal lands, neighboring districts and local civic groups. Members suggested using student ambassadors, community events and word‑cloud feedback tools from community meetings as part of the outreach effort.
Next steps: staff will convert the agreed high‑level language into indicators and action steps and circulate those in the board packet for review.
