TWC adopts Tri-Agency self-sufficiency standards for WIOA wage levels

The Texas Workforce Commission voted to adopt the Tri-Agency self-sufficiency standards as the state-level Workforce Innovation and Opportunity Act (WIOA) self-sufficiency wage levels and to allow local workforce boards to set higher local standards.
Shirley Jones of the Workforce Development Division presented a discussion paper outlining staff recommendations. Jones said adopting the Tri-Agency standards "would promote more meaningful employment outcomes for WIOA participants, focus board efforts on more middle-skill jobs and promote exploration of comprehensive career pathways." The measure passed after a motion to adopt the standards as published by Labor Market and Career Information (LMCI).
Staff recommended that boards retain the ability to set local self-sufficiency levels based on local economic conditions above the commission’s baseline. Commissioners asked follow-up questions but expressed general support for the paper’s analysis and recommendations.
The action changes the baseline guidance TWC provides to local workforce development boards on how to set self-sufficiency wage thresholds for WIOA-funded services; boards may continue to tailor levels to local labor-market conditions.
