Pearland council approves budget carryovers, contracts and playground grant; several infrastructure and maintenance contracts pass

Pearland City Council on Dec. 8 approved a package of fiscal and infrastructure actions, including a first reading of Budget Amendment No. 1, a $1 million state grant application for an inclusive playground, and several contract awards and amendments.

Budget Amendment No. 1 (first reading of Ordinance 1650‑1) covers carryovers from fiscal year 2025 into 2026. Staff reported general fund carryovers of $2,700,000, enterprise fund carryovers of about $5,600,000 (including $3,510,000 tied to the Reflection Bay project) and internal service fund carryovers of approximately $16,600,000 primarily for motor pool vehicle replacements and ordered fire apparatus. The ordinance passed first reading; second reading is scheduled for Dec. 15.

Council also approved Resolution R2025‑203 to apply for $1,000,000 from the Texas Parks and Wildlife budget for an all‑abilities play feature at Independence Park (phase 2). Staff said fundraising and other commitments have secured “over $2,000,000” toward a projected $5,000,000 package for the inclusive playground; the council voted 7–0 to proceed with the application.

On utilities and maintenance, council authorized a $500,000 amendment (R2025‑204) to the Vector Controls and Automation Group contract to cover identified repairs and expanded preventative maintenance for city water and wastewater facilities, increasing the contract from $1,150,000 to $1,650,000. Staff said about $579,000 of the original contract amount had been expended. Council also approved an estimated $500,000 award to National Works for rehabilitation of approximately 40 manholes (R2025‑202).

Earlier in the meeting the council approved several consent items and contract awards related to SCADA improvements and parts/repairs for belt presses at the Reflection Bay Reclamation facility; discussion on those items included equipment life expectancy, asset reliability staffing and the need to shift toward preventive maintenance.
