Washington Court House City Council recorded several procedural and final actions at its Nov. 24 meeting, advancing economic-development tools and confirming civic appointments.
What passed: council voted to adopt Ordinance 16-2025, which found a petition to establish the Washington Courthouse New Community Authority sufficient under section 349.03 of the Ohio Revised Code and authorized notice and the setting of a hearing. Council also adopted Resolution R46-2025 confirming the appointment of Scott Dahlmeier to the city planning commission (term to 12/31/2029) and Resolution R53-2025 confirming the appointment of Dela Kester Key to the Community Care Housing Board (term to 12/31/2029). Those measures were adopted by recorded roll-call votes.
What moved forward: council placed Ordinance 17-2025 (first reading) on the record to establish the Washington Courthouse New Community Authority and discussed board composition, including developer, city and community slots; council heard that developer slots may be initially filled by city staff to get the authority operating. Votes and procedure: most final adoptions and roll calls were unanimous among present council members; where members abstained on budget-related items the abstentions were recorded. Several items remain at first or second reading and will return to council for additional consideration before final adoption.
Next steps: the council will hold public hearings and follow-up readings on the new community authority, incentive-district TIF agreements and the 2026 appropriations ordinances before any final adoption.
