Bullhead City Council approves multiple contracts and funding measures, including $1.5M toward Hancock Road

At its Aug. 5 meeting, the Bullhead City Council approved intergovernmental funding for Hancock Road, amended agreements with Catholic Charities and the Boys & Girls Club, and approved multiple equipment and procurement contracts. Bullhead City — The Bullhead City Council on Aug. 5 approved a set of contracts and funding measures that the city manager said will support street repairs, social-services partners and municipal operations.
The council approved an intergovernmental agreement with the state of Arizona to accept $1,500,000 toward repaving Hancock Road. The manager said the project is expected to cost about $3 million in total and staff will coordinate design and additional budgeting; the IGA passed unanimously.
Council members also approved the fifth amendment to the city’s memorandum of agreement with Catholic Charities Community Services in support of the Legacy Foundation’s Christine Stamper Center, which adds monthly reporting requirements including counts of PATH program clients, veteran clients, age bands and prior place of residence. Rebecca Vaughn, community outreach and shelter operations manager for Catholic Charities, told the council the organization is “very transparent” and accepted the reporting additions.
In a separate vote the council approved a fourteenth amendment increasing city support for the Boys and Girls Club of the Colorado River to $100,000 for fiscal year 2025–26; the decision followed a public discussion about the club’s operations, thrift-store management and governance (detailed in a separate article).
Other approvals included:
- A sole-source purchase of SWAT protective equipment from Aardvark Tactical for $63,075.67 to update equipment older than 10 years.
- A contract with Ergon Asphalt & Emulsions for PMC Q S-1H at $771.68 per ton, not to exceed $926,014.74 for FY 2025–26, to support street maintenance slurry projects (approved 6–0 as reported).
- Purchase of type-2 slurry seal sand from S and S Concrete at $33.29 per ton, not to exceed $199,735.20 (one bid received).
- A sole-source contract with Xenon Environmental Corporation to replace two filtration membrane trains at the Section 18 wastewater treatment plant at an amount not to exceed $809,830 plus taxes.
The meeting opened with public comment that included a detailed complaint from Dan Ramsdale, a Riverview RV Resort board member, who said the city shut off the park’s water on July 24 without notice and that pressure was restored at about 120 PSI, causing damage; Ramsdale requested the city re-examine homeowner claims for reimbursement. Staff said they follow up on items raised during the public comment period outside of the meeting.
The council also heard a presentation from Golden Vertex Corp. about its mine operations and workforce plans, and heard from the Bullhead City Metropolitan Planning Organization about a 45-day public comment period for its public participation plan.
The meeting included routine procedural votes including a waiver to forgo full ordinance readings and approval of a state liquor-license recommendation for Migliotto’s Mexican Food. The council adjourned after adopting a resolution inviting the U.S. Secretary of the Interior to the 75th-anniversary Davis Dam celebration and a related intergovernmental summit.
