CRA reviews joint workshop notes; p3 review committee, boardwalk activation and accessibility updates discussed

CRA staff distributed a council-CRA joint workshop notes summary and walked the agency through key topics including downtown enhancements, fence screening proposals, code enforcement recommendations, the P3 project review timeline, and accessibility updates for the LSD lot.
Taylor said staff had run the notes by administration and department heads and would hand them out for reference. On fence screening, Taylor said the council was divided: some members supported screening accompanied by grants, while others opposed. Legal staff are working with CRA staff to determine whether changes would require an ordinance and to develop options for the board’s consideration.
Taylor also proposed a focused workshop with code enforcement and the building official to produce technical recommendations. On the P3 project, staff expect to nominate a board member to serve on a review committee in February or March; the CRA’s role will be to evaluate proposals through the city’s economic development plan. Taylor said monthly project updates will be provided at regular meetings and that public works projects and private development updates will be included when relevant.
On the LSD lot, Taylor said consultant feedback coalesced around adding six accessible spaces and the consultant said that change could be made before moving into construction documents. She also noted a budget modification to shift the project into the current fiscal year may be proposed in coming months.
Taylor flagged a calendar of work: a Feb. 9 council briefing on boardwalk activation (which could land on a March agenda for two readings), a March 2 special briefing for the audit report, and a March 23 special briefing on stormwater rates. Staff said the March 11 workshop would include several of these agenda topics and the regular March 23 meeting will follow.
