Council advances UDC amendments to define short-term rentals and revise 'family' definition

City staff presented proposed amendments to the Unified Development Code that would revise the definition of "family" and add a definition and land-use permissions for short-term rentals.
Staff said the proposed definition of short-term rental is "a residential dwelling unit or bedrooms in a residential dwelling unit that is rented out for compensation on a temporary basis for a period of less than 30 consecutive days." Staff noted there are 19 active short-term rental listings in the city. The revised "family" definition would permit an individual or any number of persons related by blood or marriage, or "not more than 3 unrelated persons living as a single housekeeping unit," reducing the current unrelated-person threshold.
Planning & Zoning recommended approval 4–0. Council members raised enforcement concerns for the new family limit, asked how existing STRs would be treated and were told currently permitted STRs would be grandfathered if they remain in good standing; if a permit lapses or is revoked, grandfathering would end. Staff explained that the 30-day threshold is tied to hotel-occupancy and tax statutes and court interpretations, limiting local discretion to shorten the period.
Council approved first reading of Ordinance UDC 200t-41 on a 7–0 roll-call vote.
