Council approves Antioch Houston Community Church conditional-use permit for 3801 Liberty Drive

The council approved a conditional-use permit on Jan. 26 to allow Antioch Houston Community Church to operate in an existing approximately 30,000-square-foot building at 3801 Liberty Drive.
City planning staff described the applicant s proposing church use in an Office Professional district on about 4.19 acres and recommended approval, noting the request is consistent with the comprehensive plan and that Planning & Zoning voted 4–0 to recommend approval. The applicant, Billy Siham of Antioch Houston Community Church, told council the building will be remodeled from a gymnasium into a sanctuary and that prior noise concerns raised by a resident (identified at a Planning & Zoning meeting) were addressed through discussions and proposed acoustic treatment.
Contractor Ryan Stubbs, president of B and O Development and Construction, said planned audio and architectural work will keep amplified sound inside the building. Council members asked about parking ratios and underground detention; staff explained the applicable parking ratios for churches (1 space per 4 seats for fixed seating or 1 per 100 sq ft for non-fixed seating) and said the applicants must meet the required ratio on a subsequent site plan. Council also noted proximity to Independence Park and potential event parking; the applicants said they expect primarily weekend services and do not anticipate large concerts.
Council voted by roll call to adopt the related new-business item 7–0.
