Resident raises transparency concerns as council reviews PMMD appointment

Victoria Forsberg, a Pearland resident, told the City Council she applied in June for a vacant seat on Pearland Municipal Management District No. 2 and later learned her application was not considered. "Publish clear and concise eligibility requirements for each opportunity in plain language," she asked the council, urging automatic acknowledgments of receipt and clearer timelines for selection.

Staff explained that appointments to the PMMD are governed by state law and that eligibility is limited to property owners, trust beneficiaries, agents or employees of property owners, or tenants who qualify under those categories. City staff read the application language tied to chapter 375 of the Local Government Code and said the first board members had been appointed by the legislature with city input, creating some historical complexity in appointments.

Council members described long‑running frustration over PMMD appointments and a pattern in which business interests have held seats. Council member comments emphasized a desire for a fairer process and clearer outreach to residents who wish to serve. Because the council had already moved a consent agenda that excluded item D (the PMMD appointment), the item was later taken from the table after executive session; council members then voted to postpone formal action on the appointment to Oct. 13, 2025, so staff can return with clarified language and any needed interviews.

The discussion did not produce a final appointment. Council also asked staff to confirm application procedures and publicize eligibility criteria in plain language so residents understand whether they qualify for PMMD seats or other boards.
