The Pearland Planning & Zoning Commission voted to recommend approval of the preliminary plat for Arcadian Estates Section 5 on Sept. 2, 2025, clearing the way for eight single‑family lots and three reserve tracts on roughly 5.48 acres south of Old Massey Road.
Patrick Bauer, a city planner, told commissioners the plat lies within the Massey Oaks Planned Development and the Massey Oaks Ordinal Tract Addendum, and staff recommended approval with three conditions: (1) the final plat cannot be submitted until regional infrastructure improvements are completed or a development agreement addressing those improvements is executed, (2) a development agreement must be drafted prior to final plat submittal if the improvements are not complete, and (3) a note must be added to the final plat allowing access to be provided through Reserve C to serve the future emergency services site and Reserve B.
No members of the public registered to speak for or against the plat, and commissioners amended the motion on the record to incorporate the three staff conditions. The commission approved the amended motion by voice/hand vote recorded in the transcript as "Passes 4 to 0." The recommendation now goes to city council for final action.
If council approves the final plat consistent with the conditions, the development will proceed with the three reserves—two landscape reserves and a reserve designated for an emergency services site—plus a cul‑de‑sac serving the new lots. Staff emphasized that required infrastructure and the access easement to Reserve B must be resolved before the final plat is accepted.
Next steps: the commission’s recommendation will be transmitted to city council for consideration at a future meeting.
