Council casts votes for TCAP board nominees; staff reports mold in police building and other routine updates

At the Dec. 16 meeting, Parker City Council placed its votes for five nominees to the Texas Coalition for Affordable Power (TCAP) Board of Directors and heard routine staff updates that included a mold issue at the police department.
On Item 7, council discussed several TCAP nominees and approved a slate of five candidates (Omar Williams, Courtney Alvarez, Kenley Hegland/Haglund, Daryl/Darryl Sharp and Dewey Stoffels). The motion to cast the city’s votes for that slate passed unanimously (motion carried 5-0).
In routine reports, staff said the Chaparral Water Tower project remains in design; land and water lines are in place and engineering fees were authorized, with the project moving toward bid when priorities allow. On the police department building, staff reported mold and elevated allergen levels inside ductwork; an HVAC contractor recommended replacing ductwork and at least two HVAC units. Staff are seeking additional bids and cited a preliminary cost estimate around $30,000; current building-maintenance funds include roughly $46,000 available. Staff directed officers to limit time in the building and to use masks when necessary.
On household hazardous waste, staff recommended discontinuing a low‑use contracted service that cost about $2,500 per month while serving only a few hundred users per year. Staff will explore alternatives with Republic Services or interlocal agreements for periodic collection events.
Council recessed for an executive session on pending litigation matters under Texas Government Code sections 551.0711 and 551.0712 and reconvened with no reportable action. The meeting adjourned at 9:23 p.m.
