Parker accepts clean audit, updates CIP to add fire facility and drainage items; sends zoning and sign ordinance work to Planning & Zoning

City auditors told Parker City Council on Jan. 20 that the city's annual financial statements would receive an unmodified (clean) opinion and that there were no material weaknesses or independence issues identified in the audit. Auditor Susan LaFollette reported a government‑wide net position of $76,000,000 (an increase of $2.7 million from the prior year) and unrestricted net position of $20,900,000; the general fund showed roughly 26 months of reserves. The council voted unanimously to accept the audit.
LaFollette noted one area for monitoring: the debt service fund, which showed a net position near $107,045 and a net loss for the year; staff was asked to watch the fund to ensure it does not trend negative.
Separately, council discussed and adopted an updated capital improvement plan (CIP) covering a six‑year horizon. Staff presented updated project statuses (Dublin Road construction, water line relocations, impact fee study) and the council voted to amend the CIP to add fire department facility upgrades, a street‑condition study, and a citywide drainage plan. Council described the CIP as a fluid planning document and directed staff to 'pencil in' conceptual items where detailed estimates will follow.
Council also directed Planning & Zoning to return recommended language for two planning issues. First, council asked P&Z to prepare commercial zoning regulations so the city has standards to apply to existing small commercial parcels and future requests. Second, council instructed P&Z to draft a comprehensive sign ordinance covering electronic signs and political/election signage and return a draft ordinance rather than informal suggestions.
Motions to accept the audit, approve the CIP amendments (Resolution No. 2026‑881 as amended), and refer zoning and sign ordinance work to P&Z were each approved by unanimous vote.
