Summary
The board approved a long-standing resident’s request to metal detect in parks with restrictions, and approved weekday and weekend field permits for youth leagues and Argosy Collegiate Charter School while tabling a season-long blanket permit request pending a representative and a detailed schedule.
The Fall River City Park Board on Feb. 4 approved several permits for field use and one request to metal detect in city parks, while tabling a separate season-long permit request to allow the applicant to return with detailed schedules.
Jeff Masood, who told the board he has been metal-detecting in city parks since the 1990s, asked for permission to continue as long as he avoids ballfields and does not dig holes. Parks staff recommended limiting metal-detecting away from ballfields; the board approved the request by unanimous voice vote. "He's been doing it for a long time," staff said; the board recorded that Masood must avoid ballfields and comply with park rules.
The board approved several field-use permits with conditions to avoid blanket daily reservations. Commissioners approved a Britland Park Saturday schedule for a former youth soccer program (March 21–June 13) after asking staff to work out precise game times so other groups can use the fields. The board also approved five weekday evening dates for Argosy Collegiate Charter School in April–May, with staff directed to coordinate bathroom access and key arrangements with nonprofit partners such as Forever Youth.
A request from Espirito Santo FC for long-term daily use (March 6–Nov. 30) was tabled after commissioners asked for an on-site representative and a specific practice/game schedule; the board asked the applicant to return to the March meeting with times so the board could avoid issuing blanket permits that might conflict with other leagues.
Next steps: Parks staff will follow up with each group to finalize schedules and bathroom access plans, and will update the board at the March meeting for any items still pending.
