Florence — The Florence Town Council accepted the town’s audited comprehensive financial report for the fiscal year ended June 30, 2025, and heard separate audited financial statements for Merrill Ranch Community Facilities Districts No. 1 and No. 2 on Feb. 3, 2026.
Carl Dudding, the town’s finance lead, introduced the audit presentations. Ben Her of the audit firm (presented as the external auditor) summarized the results: a modified opinion on the town’s financial statements with no reported internal control deficiencies and advisory comments offering best‑practice recommendations; for the major federal program tested (COVID‑19 state and local relief funds) the single audit also resulted in a modified opinion on compliance but no reportable deficiencies. For Merrill Ranch CFD No. 1 auditors issued an unmodified (clean) opinion; the audit for CFD No. 2 had a modified opinion but likewise reported no internal control deficiencies.
Her reviewed key balance‑sheet items reported in the audited statements (total assets and deferred outflows roughly $294 million; capital assets and cash/investments noted; liabilities including long‑term debt approximated $43 million) and a fiscal‑year expense breakdown (public safety, highway and street, general government and culture). Council members thanked the finance team and auditors for the work; one council member asked about the advisory comments and how management handles them; auditors said management is reviewing and will implement actions to address advisory suggestions ahead of the next audit cycle.
Council member Bucielato moved to approve the comprehensive financial report for the fiscal year ending June 30, 2025; the motion was seconded and approved by voice vote.
Next steps: management will respond to advisory comments and incorporate recommended controls as part of regular finance operations; council will receive routine reporting through the town’s finance and management processes.
