Casa Grande council approves truck purchase, intersection contract and authorizes wastewater loan applications

Trash trucks: Staff recommended replacing two aged 2013 automated side-load trash trucks because parts are difficult to find. The council adopted Resolution 5875, authorizing up to $854,882 to purchase two new automated side-load trash trucks from Freightliner of Arizona (doing business as Velocity Truck Centers). The resolution passed on recorded roll call votes.
Intersection improvements: The council adopted Resolution 5876 to enter a bridging agreement with Allison Mills Contracting LLC for intersection improvements at Pinal Avenue and Rodeo Road not to exceed $579,420. Staff described the work as extending turn-lane lengths and adding dedicated left-turn signals to improve traffic and safety; staff said the intersection is on the ADOT state highway system but that the city is expediting local work to address safety concerns while coordinating with ADOT.
Wastewater financing: To support the second phase expansion of the wastewater treatment plant, staff asked council to authorize applications to two financing sources. The council approved Resolution 5877 to apply for a loan from the Greater Arizona Development Authority (GADA) and Resolution 5878 to apply for a Clean Water State Revolving Fund loan from the Water Infrastructure Finance Authority of Arizona (WIFA). Staff said fund balances are being drawn down and the city must preserve options for external financing; final decisions on which loans to accept will come later after comparative analysis and further council review.
Votes and procedure: Each resolution was moved, seconded and carried by recorded roll-call votes as read into the record. Staff noted that for procurement of the trucks the city had to adjust earlier budget allocations and use savings from another project to cover the overrun.
