Casa Grande council approves sewer relocation contract and package of zoning changes

The Casa Grande City Council voted unanimously to approve a bridging agreement authorizing Ellison Mills Contracting LLC to relocate a downtown sewer line near Saint Anthony’s Church for an amount not to exceed $201,816.
City staff told the council the work will use Pinal County job order contract No. 233828 to speed procurement and allow the contractor to begin on or about March 16, with an estimated four-week construction period. “If approved tonight, we'll have them under contract and be able to move forward with this project,” staff said.
The council also approved a package of land-use ordinances that will reshape several parcels across the city. Among the actions were:

Planning and staff presentations described the land-use approvals as consistent with the city’s general plan designations and noted recommended conditions to mitigate impacts. For the B4 rezoning, staff said conditions (screening and architectural design) and a 75-foot no-disturbance buffer along the Santa Cruz Wash were included to address habitat and residential compatibility concerns.
Explaining the Mercado PAD amendment, planning staff said the applicant seeks a floor-area-ratio increase and a 50-foot height allowance to site an extended-stay product just south of existing fast-food businesses; the planning commission forwarded the item 5–2 with traffic and compatibility concerns noted. The applicant described the hotel’s units as having kitchenettes and appliances intended for longer-stay guests.
Council members asked procedural and compatibility questions, and staff said additional site-plan review and conditions will be required at the development review stage. Each ordinance was moved, seconded, and approved by roll call during the meeting.
The council concluded the evening with routine reports and moved into executive session as scheduled.
