Randy Downs, representing Hy‑Vee, described an ecommerce operation that opened recently and is using automated internal systems to pick and pack orders. He said the proposed change would allow a third‑party delivery vendor to pick up consumer orders and that the vendor's gig drivers would enter through a single keypad‑controlled door. "The goal is to satisfy within an hour," Downs said of the delivery timeline.
Neighbors and board members sought specifics about vehicle types and noise. Staff said Hy‑Vee estimated an additional "2 to 3 semis a week" for inbound supplies and that drivers performing consumer deliveries were likely to be gig‑drivers using personal vehicles or light vans. Eric England said the location is commercially zoned and these impacts are not uncommon for grocery logistics operations; staff recommended approval subject to four conditions in the recommendation report.
The board adopted the staff recommendation and approved the amendment. Hy‑Vee and staff agreed to coordinate on operation details and to clarify hours in any required operational statement to minimize impacts to surrounding properties.
