The Omaha Planning Board voted unanimously to recommend approval of a tax increment financing (TIF) redevelopment plan for the Grover Assisted Living / Memory Care project, a proposed three‑acre, three‑story building with roughly 100 residential units intended for seniors.
Don Seton of Omaha City Planning outlined the project and financing: "This is a TIF request for an assisted living memory care project on Grover near 72nd Street," he said, adding the total investment is about $30,000,000 and TIF support requested is $3,300,113.
Developer Brett West said the project would include about 80 assisted‑living units and 20 memory‑care units and create roughly 60 full‑time jobs. "We're excited to bring seniors to the middle of town," West said, noting the developer already operates similar facilities in the region.
Staff recommended approval after the TIF Committee found the project met program criteria and was an appropriate land use. No opponents spoke at the hearing.
The board approved the TIF plan 6–0, forwarding the recommendation to City Council for final action. The approval allows the developer to proceed with entitlement steps; the specific TIF agreement and any related development agreement will be reviewed by Council.
