Danielle said the current PBA subrecipient agreement already funds EOC projects, elevators and remodels and can accommodate an addition for the behavioral‑health facility.
Committee members examined the proposed addendum’s arithmetic and identified a missing small component; Danielle agreed to correct the not‑to‑exceed totals before presenting the addendum to BOCC and PBA. Speaker 2 moved to recommend that BOCC approve an addendum increasing ARPA dollars allocated to PBA by $40,329,826.10; the motion passed by voice vote.
Separately, members agreed to reallocate $2,500 of unencumbered funds from a drainage culvert inventory project into the previously approved burial and cremation ARPA project (14.15). That reallocation will be placed on the BOCC agenda for Friday and may be subject to budget‑board processing depending on whether the funds are formally encumbered.
Danielle also delivered a SLFRF/ARPA overview, telling the committee Oklahoma County received roughly $154 million in funds, which have been applied across public health, mental‑health and substance‑use services, affordable housing, food assistance, public‑sector workforce support and infrastructure projects. She highlighted outcomes such as completed cremation services, thousands of COVID medical claims reimbursed and subrecipient site visits; the committee voted to receive the report.
Next steps: Danielle will update the PBA addendum to fix the dollar totals and staff will place the PBA amendment and the burial/cremation reallocation on BOCC and PBA agendas for final approval.
