The council approved the preliminary and final plat and a variance for Parkway On 5 at 5430 Minnetonka Boulevard, a 1.1‑acre redevelopment of a former gas station site into a three‑story, 33‑unit apartment building.
Associate planner Caitlin Shampoo presented staff’s recommendation to rescind earlier special permits and to approve the plat and a variance that would allow an 11‑foot minimum front‑yard setback for portions of the underground structure while the above‑ground building would meet the 25‑foot setback. The proposal includes 52 off‑street parking spaces (38 underground, 14 surface), 42 bicycle parking spaces, EV chargers (8 spaces served by chargers plus 18 served by conduit for future chargers), and a public trail connection to the east consistent with the city’s 2040 comprehensive plan.
Shampoo said the applicant, Sella Investments, proposes planting 57 trees and 365 shrubs (exceeding code requirements) and that three significant trees on the site would be removed and replaced as required; staff noted contaminated soils will need removal and appropriate disposal during development. Planning commission recommended approval 7–0. Council approved all staff recommendations unanimously; next steps include executing a planning and development contract, collecting park/trail dedication fees and performance guarantees, and permitting and construction to commence following those steps.
