Caitlin Shampoo, associate planner, summarized staff’s recommendation: the project would renovate the sanctuary, expand it by roughly 500 square feet, remove impervious surface on the north and west sides of the property and replace those areas with green space (staff cited 30 new trees and 172 shrubs). Under the zoning code’s 15% transit reduction for proximity to high‑frequency transit, staff calculated a 98‑space requirement and recommended a reduction to 85 spaces by counting on 60 off‑street spaces on site, up to 12 proof‑of‑parking spaces if needed, and about 13 on‑street spaces adjacent to Lenox Community Center. Shampoo said the planning commission recommended approval 7–0.
Andrew Peterson, Park Community Church lead pastor, told the council there is a signed shared‑parking arrangement with the Lenox Community Center and the school district that accommodates Sunday peak demand. Staff noted the project would add EV chargers (4 spaces served by chargers, 28 spaces with conduit for future chargers) and provide 12 bike parking spaces. The council voted to approve the conditional use permit and parking reduction; staff will secure a landscaping performance guarantee and proceed with permits and construction steps.
