Kevin Pascoe of Olthoff Homes presented the primary plat for The Grove on Feb. 4, describing a roughly 170-acre project at 101st Avenue and Park Place that would yield 275 residential units: 175 single-family detached estate lots and 100 single-family attached cottage units.
Town staff reported only minor comments so far. Staff member Dawn said review has flagged public-safety items including updating a street name for emergency-response clarity, adding street lighting near the Sea Walking Path and 101st Place, and installing an auto-flush device on dead-end water mains to avoid stagnant water. The town’s engineering reviewer, Mr. Dykstra, noted fire-truck turning radii required plan revisions and said comments have been distributed to the applicant.
Pascoe said the PUD rezone was approved at the Dec. 29, 2025 Town Council meeting and that primary-plat materials were submitted to staff on Jan. 5; he said the team is awaiting a first review letter from Robinson Engineering. Staff and the applicant agreed The Grove will return to the Feb. 18 study session to request publication for a March 18 public hearing, allowing two study sessions for primary-plat review before public hearing publication.
The commission did not take final action; staff directed the applicant to address engineering and public-safety comments and to resubmit revised plans for the Feb. 18 meeting.
