Board approves proffer amendment for Swamp Bottom subdivision (REZ2024‑04)

The Louisa County Board of Supervisors unanimously approved on Nov. 4 a proffer amendment application (REZ2024‑04) from Swamp Bottom LLC to remove a supplemental Cypress‑tree planting requirement tied to an earlier 2006 rezoning.
Renee Moyer, county planner, explained the amendment stems from a reduced number of residential lots that enlarged the existing natural buffer; site wetlands made supplemental plantings impractical and maintenance of earlier plantings had failed in places. The Planning Commission recommended approval and the applicant indicated willingness to pay required fees.
Supervisor Woodward, who visited the site with staff and the applicant, noted a robust natural buffer already exists on the property. The board moved, seconded and approved the amendment without recorded opposition.
The amendment removes the supplemental planting proffer (#4) as described in the applicant’s proffer supplement and concept plan; the 50‑foot proffered buffer remains in place, staff said.
