Hialeah council approves first reading of ordinance to reorganize city departments

The Hialeah City Council gave first reading Feb. 3 to an ordinance amending Chapter 2 (Administration) to reorganize multiple departments and divisions.
City staff explained the ordinance would consolidate departments to streamline operations: Risk Management would be collapsed into the Human Resources Department as a division and the Human Resources Director position would be retitled Chief Human Resources Officer; the Executive Director of Finance Management would be retitled Chief Financial Officer and cover budget, purchasing and finance; the Department of Public Libraries would be folded into the Parks and Community Engagement Department as a division; a Special Events Department would be created; and the Grants and Human Services functions would become a division within the Community Development Department.
Mr. Mayo, speaking for staff, said the changes were intended to reduce managerial bottlenecks and noted a high number of direct reports under current arrangements: “I have a very high number of direct reports... up to 27 direct reports if you count division heads,” he said. The mayor and council described the ordinance as a cleanup and efficiency measure.
The motion to approve the ordinance on first reading was made by Councilman Luis Rodriguez and seconded by Councilwoman Jalene Perez. The roll call vote carried and the clerk recorded that second reading and public hearing are scheduled for Feb. 24, 2026.
The ordinance text as read provides for severability and repeals conflicting ordinances; no effective date was included in the meeting reading. Because this was first reading, the changes are subject to the second reading and public hearing scheduled later in February.
