A Business Flare LLC consultant said the update is guided by Chapter 163 of the Florida Statutes and reflected outreach including a community meeting and online surveys. The consultant summarized five priority areas in the 10-year plan update: economic development, housing and neighborhood preservation, transportation/parking, lighting and pedestrian safety, and the CRA's capital program. The consultant also explained the plan is an authorizing document—not the annual work plan—and will guide CRA priorities for roughly a decade while retaining flexibility to adjust to market conditions.
Board members engaged with the consultant on plan scope and noted the outreach process. After discussion the advisory board moved and voted to recommend the amended plan for adoption, with staff to circulate the plan and prepare any final adjustments.
