Anacortes council approves Depot Market Plaza expansion contract with Earthworks Solutions LLC

The Anacortes City Council voted Feb. 2 to authorize the mayor to sign contract 24-228-PRK-003 with Earthworks Solutions LLC for $310,814.10 to construct the paver option (Schedule B) of the Depot Market Plaza expansion.
Parks Director John Lunsford told council the city received a $250,000 Skagit County economic development grant for the project and that the total project budget includes an additional $50,000 from the city’s real estate excise tax to reach a $300,000 budget figure. Lunsford presented maps and noted Parks and the Port of Anacortes had provided plan graphics for council review.
Bids arrived under the engineer’s estimate, Lunsford said: the low Schedule A (concrete pad) bid was Fisher Construction Group at $250,890.32, and the low Schedule B (interlocking pavers) bid was Earthworks Solutions LLC at $310,814.10. Council members who spoke favored pavers for long-term durability and continuity with the existing plaza design; Council member McDougall noted pavers are easier to repair and maintain over time.
Council member Young moved to authorize the mayor to sign the contract with Earthworks Solutions LLC for the paver option; the motion was seconded and approved by voice vote. No budget amendment was required to proceed, Lunsford said; staff identified available REET funding to cover the difference.
The contract award clears the way for permitting and construction work; Parks staff said the new 10,000-square-foot plaza will include water and electrical hookups for vendors, controlled bollard access for event loading, and a small asphalt access area for service vehicles. The council approved the contract and the meeting proceeded to later agenda items.
