Committee approves staff-authority, sunset amendment to speed Sound Transit 3 permit reviews

Seattle — The Seattle City Council Finance, Native Communities & Tribal Governments Committee on Sept. 17 recommended Council Bill 121,068 to the full council after adopting an amendment that requires new positions tied to Sound Transit projects to sunset when those projects are complete.

Chair Dan Strauss said the ordinance is intended to speed delivery of Sound Transit 3 permit reviews by creating position authorizations across multiple departments and adding oversight capacity. "We're cutting red tape so that we can build this needed infrastructure faster," Strauss said during the meeting.

The bill, as read into the record by the clerk, would amend ordinance 127,156 (the 2025 budget and capital improvement program) to change appropriations, create exempt and nonexempt positions, and ratify certain prior acts to support expedited permit review for Sound Transit 3 work in Seattle. Presenters named by the clerk included Angela Brady and Kyle Butler from the Office of Waterfront Civic Projects (and partners with Sound Transit).

Kyle Butler told the committee the legislation would authorize 50 position "pockets" across six departments. Of those, 8.5 full-time equivalents would be funded and available for immediate hiring using city funds to support the city's strategic interests in negotiations with Sound Transit. An additional 41.5 FTEs — most in the utilities department for field, engineering and plan-review work — would be authorized but not filled until reimbursement or partnership agreements with Sound Transit are in place.

Butler said the legislation would move $2,300,000 from a finance general ST3 reserve into operations budgets for the Office of Waterfront/Civic Projects and Sound Transit-related review work, and the proposal assumes further reimbursable revenues from Sound Transit and potential utility betterments.

Councilmember Rivera moved Amendment 1, which Cal (Calvin) Chou explained would add a new section clarifying that positions authorized by the legislation would be sunsetted when the relevant Sound Transit projects are completed. Rivera said the change is meant to protect transparency for employees by making the term-limited nature of project-specific positions explicit. "I don't wanna be in a situation where that time the project gets completed and those folks think they have a continual job," Rivera said.

Councilmembers voiced support for the amendment and for coordinating with HR so job postings and descriptions clearly convey the duration of positions. The clerk called the roll on Amendment 1: Kettle—Aye; Saka—Aye; Rivera—Aye; Strauss—Aye. The amendment was adopted 4-0.

The committee then voted on Council Bill 121,068 as amended; the clerk recorded the same 4-0 vote in favor and the committee recommended the bill pass to full council. The bill will be transmitted to the Tuesday, Sept. 23, 2025 City Council meeting for further consideration.

What it means

If adopted by the full council, the ordinance will create hiring authority and initial funding to accelerate permit review capacity for anticipated increases in Sound Transit permit submissions — for example connected to the West Seattle Link Extension — while requiring that positions specifically tied to Sound Transit work terminate when the related projects finish. The proposal contemplates using consultant resources to cover work during any gap between project start and when restricted positions are filled.

Next steps

The committee's recommendation sends the amended bill to the full City Council on Sept. 23, 2025. Presenters said they expect to continue negotiating reimbursement agreements with Sound Transit through October and November, and that recruitment for some positions could start late in 2025 once agreements are in place.
