The chair introduced a resolution asking the city to insert language making the liaison explicitly nonvoting; a fellow member seconded the motion, and members approved it by voice vote. Speaker 2 read the sentence the board proposed adding: that one member shall be a city council-elected representative who shall be a nonvoting member.
Board members said the change is intended to align the code text with the board’s current composition and avoid uncertainty about whether the liaison may cast a vote. The board’s chair said the ordinance currently lists seven members and references the council liaison without specifying voting status, which led the group to seek a minor, clarifying amendment.
The board did not record a roll-call vote; the motion passed on a voice vote during the meeting. The chair said the board will forward the requested language to the city for formal amendment.
The change is procedural and does not alter the board’s substantive authorities; the board indicated it would continue to elevate issues to city council when needed.
