Staff found no unnecessary hardship; three public comments in support were received.
- 2150 Kimbrough Drive (2025232DVP): revision to an approved development plan seeking a modified side-yard setback (7 ft one side, 3 ft the other) and maximum lot coverage; staff found no unnecessary hardship but noted HOA/LCA discussions on setbacks.

- 2828 Winslow Street (2025312ZC): corner-lot house burned and applicant seeks to rebuild to the historic 15-foot corner setback rather than the current 20-foot standard; staff found a hardship exists given the lot's historical configuration and foundation remains.
Staff clarified inspection, enforcement and revocation processes where structures had been constructed without permits. Many items generated technical queries (setback math, HOA approvals, compact parking history) and the commission generally asked for more detailed documentation before formal hearings.
