Irving planners question gravel surface for proposed truck-storage site on East Broadwell Road

Dylan Harvey, a planner with the City of Irving, told the Planning & Zoning Commission on Oct. 6 that the applicant for 2620 East Broadwell Road is seeking rezoning to an SP-1 site plan (ML20) to allow outside storage of trucks and automobiles as a principal use and to request a variance from the city s pavement requirement.
Harvey said the applicant proposes compacted gravel in lieu of the code-required asphalt or concrete and asked the commission to consider a pavement variance and a waiver of striping requirements. Staff recommended approval and reported no public comments for or against the application.
Commissioners repeatedly asked the applicant to clarify exactly what would be stored and how the site would be used, saying that the pavement question hinges on vehicle weight and frequency of movement. One commissioner noted that gravel has been approved historically for some heavy-equipment or construction-related yards where paved surfaces would be quickly damaged; another said heavy trucks are not a "light use" and therefore paving should be required.
Harvey said the city has granted variances in the past for larger construction or equipment yards where gravel surfaces were accepted; he recommended the commission hear the applicant—xplain intended use and vehicle types so commissioners could judge whether the request fits the ordinance criteria. The commission did not take a final vote during the work session.
Next steps: the applicant is expected to present operational details and vehicle types to the commission at a subsequent hearing; staff will provide comparable precedents if available.
