Staff reports: comprehensive-plan RFP, radio MOU close, and travel protocol admonition

County staff told the board a request for proposals for a comprehensive plan concluded and a selection committee has recommended a consultant; staff will bring a recommendation to the board next week. "We did the RFP a couple months ago... we have a recommended company," a staff member said, adding a meeting with the consultant is scheduled to firm up details before the board acts.
Miss Barrett and other staff reported that a memorandum of understanding for the county's radio system was sent to the WCC for review and that staff were "very close" to having the information required to recommend a platform and agreement.
Separately, a board member sharply criticized Judge Michael Dickinson for traveling without obtaining prior board approval and said the board must approve travel in advance. The board chair asked staff to include the 'who, what, where, when and why' on future travel submissions so the board can review requests preemptively rather than adjudicating travel after the fact.
These administrative updates were informational; the staff will return with formal recommendations for the comprehensive plan consultant and the radio-system agreement.
