The Irving Planning and Zoning Commission on Oct. 6 approved multiple routine plats and a major redevelopment plan, split on several residential variances and postponed several applications to Nov. 3 for additional materials.
At the top of the agenda the commission approved five consent items, including the FedEx Freight Irving final plat and educational replat for Irving ISD’s CTE project, while recommending disapproval of two other consent items based on staff findings. Commissioners then considered individual items across commercial and residential cases.
Votes at a glance: the commission - Recommended approval (to city council) of zoning case 2025‑74‑ZC (1629 Glen Valley Drive, carport variance) by a 7–1 vote; commissioners noted the applicant still must obtain building permits and an independent structural engineer’s letter. - Postponed zoning case 2025‑129‑ZC (906 King Ave) to Nov. 3 so the applicant could work with staff on lot layout and exact variance needs. - Recommended denial of zoning case 2025‑183‑ZC (2620 E. Grauwiler Rd.) by 6–2; the item was characterized by concern over the indefinite length of the proposed temporary vehicle storage use. - Postponed conditional use permit 2025‑188‑CUP (car wash at W. LBJ Freeway) unanimously to allow the applicant to return with renderings and landscaping plans. - Recommended approval of zoning case 2025‑212‑ZC (Ashley Beauty Salon, 512 N. Sowers) 5–2 with one abstention, granting a parking-space and aisle-width variance for a single-operator, by-appointment salon. - Recommended disapproval of zoning case 2025‑216‑ZC (400 W. Irving Blvd., Long John Silver’s layout) 6–2, citing conflicts with the Heritage Crossing district vision. - Approved development plan 2025‑357‑DVP (660 Walnut Ridge Drive) 7–1 and recommended approval of its companion zoning case 2025‑311‑ZC 7–1; much of the debate focused on subcompact parking dimensions, utility easements, and whether stripe adjustments were feasible after prior construction and a 2023 site approval. - Recommended denial of special fence plan 2025‑270‑SFP (715 W. Tanglewood) by virtue of a 4–4 split that defaults to a recommendation of denial to council. - Recommended approval of zoning case 2025‑282‑ZC (922 E. 5th St., porch extension) 6–2 despite staff concerns about a permit violation; commissioners were divided on whether the work proceeded after notice of violation. - Recommended denial of zoning case 2025‑309‑ZC (412 Elaine Drive, front-yard carport) 5–3 after an initial approval motion failed.
Commissioners noted that most recommendations will still proceed to the Oct. 23 city council meeting for final action. Staff consistently reminded applicants that any conditional approvals remain subject to building permits, inspections and required engineering certifications.
The commission adjourned at 9:12 p.m.
