Davidson County to consider updated Winston‑Salem Area TPO memorandum of understanding

The Winston‑Salem Area Transportation Planning Organization updated its memorandum of understanding and described regional planning work to Davidson County commissioners on Feb. 5.
John Haines, principal planner for the Winston‑Salem Area TPO, told commissioners the updated MOU aligns with NCDOT language and the TPO’s recent rebranding. Haines outlined the TPO’s core products — the Comprehensive Transportation Plan (CTP), Metropolitan Transportation Plan (MTP), Transportation Improvement Program (TIP) and the Unified Planning Work Program (UPWP) — and explained how projects move from long‑range lists to funded construction schedules.
Local projects and funding: Haines highlighted Davidson County projects currently in the 10‑year TIP, including the Hickory Tree Road widening (U‑5786) in design, with right‑of‑way in late 2029 and construction projected to begin in 2033, and other intersection and signal projects. He also noted the TPO’s regional flexible funding program (an ~$11 million pool with an 80/20 match) and reminded the county that applications are due Feb. 20 and that the next TAC meeting is scheduled for Feb. 19.
Board action: Mr. Tussie requested the board place the updated MOU on next Monday’s consent agenda to allow the TPO to proceed with jurisdictional approvals. Commissioners agreed to add the item to the next meeting packet for action.
