Council hears detailed beautification plan; staff to return with costed options including trial overtime for sidewalk and graffiti work

City staff presented a citywide beautification update covering daily street cleaning and targeted drives for illegal-dumping hotspots, routine maintenance of parking lots and transit shelters, graffiti-abatement operations (public property removal target often within 24 hours, private property enforcement per council policy), a sidewalk assessment and grind-or-replace thresholds (grind if less than 2.5 inches uplift; remove-and-replace if higher), tree-trimming and planting aligned with the urban forest management plan, signage replacement and curve/curb painting in high-priority school and commercial corridors.

Public Works noted a precision-concrete contractor has completed grids 'F' and 'G' and is assessing grid 'E'; staff reported 1,693 trip hazards addressed by contractor and over 3,000 square feet of sidewalk removed and replaced by city crews. Staff also suggested a pilot for about 60 overtime hours per week to test an enhanced maintenance schedule; council asked staff to return with a work plan, material and labor costs, and priorities for a midyear budget discussion.

Councilmembers recommended public outreach (GoGov/My San Fernando app) to solicit residents’ input on trouble spots and urged staff to include precise cost estimates, a prioritized sidewalk replacement list (2.5-inch threshold), and a request for equipment and materials to support graffiti abatement. Staff committed to return with a proposed plan and budget estimates.
